ENA President's Message

The ENA Board will meet Thursday June 4, 20097:00PM at the Fairhaven Park Pavilion.  As always everyone is welcome to come and participate.  Some of the items we will cover is the normal ENA business, Revised Fairhaven Highlands EIS schedule, City Council candidates, and the Summer Social to celebrate the 5th year of the ENA.

I encourage all to attend the meeting.

ENA needs your participation

This summer will mark the 5-year anniversary of the formation of the Edgemoor Neighborhood Association. Over the years, we have lost several committee members and we are badly in need of volunteers to take on these positions. For example, the job of Hospitality has been handled for several years by Lauri Grove, who is also ENA Secretary; and we do not have a Growth and Land Use chair to report about issues which may pertain to residents of Edgemoor. We hope you will consider attending ENA meetings and become involved. With your help, ENA can continue to provide information about events and issues of interest to Edgemoor residents and a community connection with our friends and neighbors.

Mayor's Neighborhood Advisory Committee

The Mayor’s Neighborhood Advisory Commission met on Wednesday May 20 in the Mayor’s Board Room – City Hall.  Items discussed:

  1. Mayor Pike presented the “Compromise” plan between the City and the Port and answered questions about it.
  2. MNAC gave support to the Samish Way Urban Village Plan.
  3. Chief Administrative Officer David Webster shared information about the "City of Bellingham Performance Measures Project."  This work will result in the City Council establishing a set of 20-50 year "legacy statements" that will be supported by 6-20 year "strategic commitments."    These broad outcome statements will be the drivers for a multi-year effort to improve the City's performance measurement system.  City council began working on this at their February 2009 retreat and reviewed a final project draft on 5/18/09.  The City is seeking Neighborhood comment about the Project.  Full details will be presented at Thursday’s ENA meeting.
  4. Events of Note:

The June 3rd meeting of Fairhaven Neighbors will be held at Fairhaven Park Pavilion at 7 PM. A representative from the city planning department will demonstrate GIS (Geographic Information Service) software and how it is used for planning purposes. Volunteers from the 5 Southside neighborhoods are learning how to use GIS software in order to utilize city GIS maps for neighborhood planning purposes.

FAIRHAVEN BRANCH LIBRARY CLOSES FOR REPAIRS JUNE 1

The Fairhaven Branch of the Bellingham Public Library will be closed beginning June 1 while repair work to the 104-year old building gets underway. Southside residents will continue to be able to return library materials to a book return at the Fairhaven Branch; after construction fencing is installed a temporary book return will be located just past the entrance to the library parking lot on 12th Street. The Community Drop Box at the Sehome Haggen will also continue to be available for returned items. All Fairhaven Branch hold requests filled after June 1 will be delivered to the Central Library for pickup during construction, which is expected to take several months. At a special Library Board meeting on April 27, the Library Board of Trustees voted to close the branch library for public and staff safety for approximately 150 days while the repairs are completed.

Repair work will focus on four major aspects: the exterior “envelope” of the building, the entry staircase, the windows, and re-grading the perimeter of the building to direct water away from window wells and the building foundation.

Crews will be removing the exterior stucco, repointing the brick face underneath and sealing the building to prevent further water damage. The crumbling stone staircase will be removed and rebuilt to increase safety for those entering the library’s lower level meeting rooms. Additionally, the original wood windows will be restored to operational condition, allowing for better ventilation during the summer months. The regrading portion of the project will require moving much of the landscaping around the building temporarily, then replanting it farther from the building to allow for better air circulation.

Dawson Construction will be the general contractor coordinating repair efforts. “We’re thrilled that the lowest bid came from such a respected Bellingham construction firm,” said Library Director Pamela Kiesner. “We’ve heard many good things about Dawson and we know they have a particular interest in the Southside and preserving this historic cultural amenity.”

Fairhaven Branch Library staff members will be working at the Central Library during the temporary closure, but look forward to returning to the Fairhaven Branch in the fall when repairs are complete. So will many local organizations that meet regularly at the Fairhaven Branch, including the Bellingham Country Dance Society and others.

Edgemoor and South Neighborhoods each received a Small and Simple Grant to help get the Fairhaven Rose Garden grounds ready for the Center for Local Self Reliance. Visit their website at www.caretakershouse.org to read more about their plans.  We need volunteers from the neighborhood to participate in the grounds improvement.  Edgemoor’s participation is based on volunteers so we encourage everyone to join in and help make this project a success. If you are interested in volunteering, please send an email to ENA@edgemoorneighborhood.com and give us your name and phone number and we will pass your name along to the CLSR committee.
