ENA President's Message

During our March meeting, the ENA will be holding elections for the position of Treasurer.   Lois Miles has done a wonderful job during her time a Treasurer – thanks Lois.  According to the ENA By-Laws, the responsibilities of the Treasurer are:

The Treasurer shall maintain all accounting records, receive and disburse funds and prepare financial statements.

bullet

The Treasurer shall maintain a list of all members in good standing in the Association.

bullet

The Treasurer shall present a year-end financial report at the annual meeting. Funds should only be dispersed when they have been released by a motion at a meeting.

bullet

The Treasurer shall work with the Finance Committee to create the annual budget.

bullet

The Treasurer shall prepare the annual tax return for the IRS.

This is a very important position in the ENA.  If you are interested in the position, please come to the meeting and run.

The ENA also needs to fill its ABN (Association of Bellingham Neighborhoods) representative.  The duties of this position are to attend the monthly ABN meeting and report back to the ENA.  The ABN meets on the 4th Tuesday of the month.  To take advantage of the services that the ABN provides for neighborhoods, we need to have a representative.  Information about the ABN can be found on their website – www.AOBN.org.

In addition to the elections, we will be having Linda Stewart, the City of Bellingham’s Neighborhood Services Coordinator come and briefly address the meeting.  Also we will be having a visual presentation from Andrew Burg about Chuckanut Ridge and the Fairhaven Highland project.  This presentation is a great visual experience and something worth seeing.

I look forward to a large turn out for the meeting.  I hope everyone can make it.

NOTICE OF PUBLIC HEARINGS

The City of Bellingham’s Hearing Examiner will hold a public hearing on Thursday, March 13, 2008 at 6:00 PM in the City Council Chambers, City Hall, 210 Lottie Street, Bellingham, Washington, to take testimony on the following proposals:

CUP2008-00002: Request for a Conditional Use Permit to add a 1,625 square foot addition onto an existing over-sized single-family residence containing a floor area of 5,595 square feet. The total floor area combined for the residence is proposed at 7,220 square feet. The property is located at 215 Hawthorn Road (lengthy legal). Rosemary Jones Trust, owner/applicant; Douglas Southworth, RMC Architects, contact person. Residential Single, Detached, Land Use Designation. Edgemoor Neighborhood, Area 4.

CUP2008-00003: Request for a Conditional Use Permit to add a 142 square foot addition onto an existing over-sized 3single-family residence containing a floor area of 6,336 square feet. The total floor area combined for the residence is proposed at 6,478 square feet. The property is located at 324 Bayside Road, and legally described as: Lot 3, BLK 3, Edgemoor Add to Bellingham. Charlie and Phyllis Self, owners/applicants; Joy Rubey, RMC Architects, contact person. Residential Single, Detached Land Use Designation. Edgemoor Neighborhood, Area 4.

The full applications are available for viewing at the Planning and Community Development Department. A staff report will be available approximately one week prior to the hearing. You may comment on the proposals by sending written comments to the address below and/or by testifying at the hearing. The March 13th hearing will be your only opportunity to comment on these proposals. All written comments should be received during office hours before the hearing or you may submit them at the hearing if you include an additional copy for the recording secretary. You may also request a copy of the Hearing Examiner’s decision and your appeal rights.

Mayor's Neighborhood Advisory Committee

The MNAC met February 13, 2008 at City Hall.  Items discussed were:

Deputy Police Chief David Doll presented a new Community Outreach Program which assigns specific Police personnel to each neighborhood.    IF there is a concern or issue that requires the police (Aside form 911 emergencies), then the police department wants the neighborhoods to be able to talk directly to the officers that are assigned to their neighborhood.  If you have a concern or issue that requires the police, contact one of Edgemoor’s police personnel directly.

This program is intended to give the neighborhoods police contacts that are familiar with the neighborhood.

Mayor Pike announced that the city is going to be creating a task force and a 2nd Planning Academy sometime in the future to support neighborhood planning in 2008.

I turned in the Edgemoor submittal for the 6 year TIP.  This year’s submission is to have a single sidewalk installed on Fieldston from where the current sidewalk ends near the Lairmont Manor down the hill to Willow Drive.  In past years the submittal was interpreted to mean sidewalks on both sides of Fieldston from Lairmont Manor all the way to Viewcrest.  Due to the huge cost of such a project (> $2 Million) it was never going to even be considered.  After input at ENA meetings and the results of the Neighborhood Survey, this year’s submittal is much smaller in scope and addresses one of the main pedestrian safety problem spots in the neighborhood.

The MNAC participated in a Work Plan retreat Feb 23. During this meeting, MNAC worked on prioritizing its goals for 2008.

Coalition of Southside Neighborhoods

Presidents from our five Southside neighborhoods (Edgemoor, Fairhaven, Happy Valley, South and South Hill) along with members of CSN's Chuckanut Ridge Committee have now met twice with Mayor Dan Pike regarding the scoping for the proposed "Fairhaven Highlands" development. The meetings have been productive and each time the Mayor has agreed to follow up on requests from the neighborhoods. We anticipate a positive, ongoing relationship between our Coalition of Southside Neighborhoods and City Hall.

Also, in early February members of CSN met with Jared Paben from the Bellingham Herald to discuss the history of our Coalition as well as ongoing concerns neighbors have about the "Fairhaven Highlands" proposal. We still await Jared's article!
