No Monthly ENA Meetings in July and August

ENA President's Message

Hello All,

Due to many of the Board member’s vacation schedules and to prevent total burnout, the ENA board decided to forgo having our ENA monthly meetings during the summer.  This time off will hopefully give everyone a much-needed break and allow us to be re-energized when we start meeting again. We will look to re-convene the Monthly ENA meetings starting the first Thursday of September (Sept 4th).

During the downtime, we will still be monitoring the happenings in Edgemoor and the rest of the city and will forward on any relevant information to the email list to keep everyone in the loop.

To update a few ongoing things:

  1. Fairhaven Highlands EIS.  The EIS is still in the scoping phase.  The “Final” scoping summary is not completed yet.  Once completed, the consultant will actually begin working on the EIS.  There is no concrete timeline for this process.  We’ll keep you posted on any “developments” on the EIS front.  In the meantime, if you have any questions about the project contact Kim Spens at the City of Bellingham (kspens@cob.org).
  1. Haskel Property Re-Zone/Design Charrette.  The vacant property along Harris Ave between Padden Creek and 4th Street (large gravel lots) has been docketed for a re-zone request by the owner – Fred Haskel.  Currently the land is zoned Light Industrial.  The applicant would like to change it to Planned Commercial.  The City is looking to put on a “Design Charrette” consisting of stakeholders to decide what will be allowed to be constructed on the property if the re-zone is approved by the City Council.  Since the northern part of Edgemoor overlooks this property, what ends up on it is of concern to many Edgemoor residents.  I am going to make sure that the ENA is represented as a stakeholder at the table when this charrette happens.  If you are interested in being a part of it as a concerned resident stakeholder, contact Steve Sundin at the City of Bellingham (ssundin@cob.org).

Chuckanut Mountain Parks District

In response to a Denial Decision by the Whatcom Boundary Review Board to the application by petition to place before the voters the creation of the Chuckanut Mountains Park District and a subsequent declaration by the BRB that creation of the proposed District would have Environmental Impact and therefore requires a full EIS, appeal lawsuits  have been filed in Superior Court by the CMPD Advisory Committee. The legal issues are too complex to briefly summarize but members of the CMPD Advisory Committee are available to respond to questions.  The Committee believes that it has a strong case and the decisions by BRB are seriously faulted and in error. A judge will decide. The democratic process is not free.

Mayor's Neighborhood Advisory Committee

The Mayors Neighborhood Advisory Committee met Wednesday June 11 at City Hall.  Main Topic s discussed:

1. By Law training – Ann McCartney, Ph.D. came to the meeting and collected what neighborhood association bylaw issues are most challenging and what bylaw information or resources do neighborhood association need the most.  She will take this information and compile a workshop for neighborhoods to get help with their bylaws.  This meeting took place June 28th

2. Neighborhood Interview project put together by KMRE 102.3 FM which is a local station broadcasting from the American Museum of Radio and Electricity.  They are interviewing neighborhood residents to create a profile program that will air in the fall.

 3. There was a discussion about the Planning Academy that took place during April and May.  The City has changed their notification period form 30 days to 60 days for the New Development Regulations that may be proposed by the Planning Department based on the Academy Curriculum.

Fairhaven Neighbors' News

Dear Fairhaven Neighbors and Friends,

Hard to believe it, but it's almost July, really!

Fairhaven Neighbors will meet at our regularly scheduled time and place, next Wednesday, July 2nd, 7-9 PM at Fairhaven Park Pavilion. The agenda will be a presentation by the Bylaws committee of a proposed revision of our bylaws, mostly to streamline and modernize, and also to clarify, where possible. 

We will have an open discussion on the merits of some changes, such as whether to charge dues, and defining voting rights of membership. These discussions will likely continue at our August and September meetings before we settle on a revision that will be put to a vote no sooner than October. So let's all talk about it first.

Meanwhile, it's summer, and time for a picnic! We have reserved Marine Park at Harris Ave below 4th for Sunday afternoon, July 13th, from 1 PM to 4 PM for a Neighborhood Summer Picnic. Come one and all, and let's enjoy the beach. We'll have a grill going with hot dogs and brats, the buns and fixings, and we'll have lemonade and paper plates, etc. You bring your family, a pot luck dish and your lawn or beach chairs and lets hope for a day at least as nice as today was.

Look for a 'goldenrod' postcard going out tomorrow to everyone on the county's Fairhaven tax assessor's list (as of Feb 2008) plus most merchants and businesses, 924 strong. In fact, if you don't get a postcard by Saturday, please email me, so I can correct the database.

Fairhaven Neighbors could use a little fund-raising too. Remember our Tree Sale day in late March, and the rain and snow? We just came out even this year. So if you have an item you'd like to donate for a raffle at the picnic,  please let me know.

Below is a description of a break-in on June 4 on Bayside Rd...

I was walking yesterday ...(and my neighbor)...was out doing yard work.  She said that jewelry, guns, tools and a DVD collection were taken.  Lucky for her the jewelry was covered by insurance and she will get part of that back.  Unlucky for her, they took several key rings so she has to re-key and also had to call friends whose house keys she had on her key ring.

She said that her grand daughter left for h.s. about 7 am that day and she left for the airport about 8-8:30 a.m. and was sitting at the airport waiting for her plane to leave when the house sitter phoned her that the house smelled awful (mace sprayed around).  The house sitter eventually went in and the police came.

I was expecting company that same am by 11:30 and was vacuuming and dusting and also sitting in my favorite chair looking down the street.  I did not see any car so they must have come in and exited from the back side.

(My neighbor) thinks that someone knew about the contents of the house as well as their comings and goings, so this was not "random".

I have been thinking about what I might miss if this house were broken into.

Post Point Trail reopened

The Public Works Department wishes to inform the public that the trail west of the Post Point wastewater treatment plant has been restored and reopened.

The City of Bellingham has completed phase two of a salt marsh restoration project west of the Post Point Wastewater Treatment Plant. Restoration includes improving the shoreline riparian corridor, upper intertidal salt marsh, and intertidal mud flat which will form a complex interacting mosaic of marine habitats that provide critical rearing and refuge for migrating juvenile fish and wildlife.

The trail west of the wastewater treatment plant was closed to accommodate the restoration and received significant damage from heavy equipment used on the project. Repairs to the trail were delayed because of wet weather, and have now been completed.

The lagoon is closed to all water use, including dogs, for two to three years to allow eelgrass transplanted into the lagoon to become established. The eelgrass was added to mitigate construction impacts of a recent outfall project. The rest of the site is accessible. The off-leash dog area north of the plant is open and can be accessed via the pedestrian trail off of 4th Street. Trail users will find limited parking on 4th Street, and additional parking on McKenzie Avenue near the Post Point Wastewater Treatment Plant parking lot.

The City appreciates the public's patience during this important project.
