ENA Meeting Agenda

The Edgemoor Neighborhood Meeting on February 7, 2008 will be a business meeting. Topics will include items on the agenda for the next General Membership Meeting, including elections to fill the two-year terms for Vice President and Treasurer.

Work to begin on final phase of Post Point Lagoon restoration

The arrival of a long-awaited permit from the US Army Corps of Engineers (USACE) allows work to begin on the final phase of restoration on the Post Point Lagoon.

Beginning Monday, January 14, the City will be excavating approximately 2000 cubic yards of fill from the shoreline of the Post Point Lagoon, increasing the shoreline length by 18% and the salt marsh area by 70%. Other work includes placing large logs near the shoreline to increase habitat diversity, replanting the native marine buffer around the lagoon and installing interpretive signs. Growth and Land Use Report

The City of Bellingham's Planning and Community Development Department sent ENA a Notice of Application for Conditional Use Permits for additions to two homes that are already existing, single family residences in Edgemoor Neighborhood. The first addition is proposed for 215 Hawthorn Road, and the second is for 324 Bayside Road. The comment period ends February 8, 2008. Comments on the proposals may be made, in writing, to Moshe Quinn at mquinn@cob.org or to Planning & Community Development, 210 Lottie Street, Bellingham 98225. Mayor's Neighborhood Advisory Committee

The former "Just So You are Aware" newsletter from the MNAC is now called, Neighborhood News, still under development. Read the January issue of Neighborhood News at http://www.cob.org/documents/mayor/boards-commissions/neighborhood/2008-01-neighborhood-news.pdf .

An issue of importance to Edgemoor is the Neighborhood Transportation Planning Deadlines. Residents interested in helping determine traffic priorities for Edgemoor should contact , ENA President and MNAC representative. Approaching deadlines for submitting neighborhood transportation priorities are:

March 1, 2008 – 6-Year Transportation Improvement Plan (6-Year TIP)

April 1, 2008 – Neighborhood Traffic Safety Program (NTSP)

Coalition of Southside Neighborhoods

At their January 7th meeting, citizens attending from the five neighborhoods represented by the of Coalition of Southside Neighborhoods agreed they wanted to draft a letter regarding the scoping for the EIS about the proposed “Fairhaven Highlands”. A committee was selected with representatives from each neighborhood and drafts of the letter were developed and finalized with participation through each association. The final letter was presented at the City’s Scoping Hearing on the 16th along with a power point presentation of the main points. The entire hearing is now being shown on Bellingham’s TV Channel 10.

Minutes of the January 7th CSN meeting.

On Monday, February 4th, the CSN Chuckanut Ridge Committee along with the neighborhood presidents, met with Mayor Dan Pike to discuss the concerns shared by many citizens in the five Southside neighborhoods concerning the proposed Fairhaven Highlands development. The intention is to have an ongoing dialog with the Mayor on this subject.

Fairhaven Neighbors

The next Fairhaven Neighbors General Meeting is on February 6th at 7 PM at Fairhaven Park Pavilion. There are seven nominees for five open board positions. The nominees are:  David Carlsen, Glenn Denkler, Larry Kimmet, Michael Lilliquist, Stuart Plotnick, Janet Simpson, and Mark Vondrachek. Members of Fairhaven Neighbors who are eligible to vote are outlined in the FN Bylaws.

Other agenda items on Feb 6th will include Growth and Urban Village discussion developments, Chuckanut Ridge and Fairhaven Highlands EIS developments, update on our WTA Bus Pass project, MNAC, ABN and CAN news, and planning for our March Tree Sale.

Chuckanut Mountain Park District

The Chuckanut Mountain Park District petition as validated by the Auditors of both Whatcom and Skagit County is being challenged in Superior Court in Skagit County. As yet we have not seen a calendar date.  The Boundary Review Board of Whatcom County have scheduled a meeting on Thursday, February 21 regarding the SEPA RFP and consultant.  The meeting is scheduled to begin at 7 PM in the Whatcom County Council Chambers. The next meeting of the CMPD Advisory Committee will be on Tuesday, February 12th at the Chuckanut Fire Hall #6 on Chuckanut Drive.  Interested members of the ENA are urged to attend.

“Watershed Master / Beach Watchers Program - Now Accepting Applications

The WSU Whatcom Extension’s Watershed Master / Beach Watcher program provides education on fresh and marine water, and the aquatic resources of Whatcom County

Participants receive 100 hours of training on:

-Puget Sound, Lake Whatcom, and Groundwater  

-Salmon Streams and Shellfish

-Farming and Forestry Issues

-Beaches, Wetlands . . . and more  

In exchange, participants educate their fellow citizens, monitor and restore water quality, fisheries, and other aquatic resources. 

The program begins April 1!  Space is limited.  Tuition is $50.
