Greetings
from the Communications Committee
Just
a reminder that ENA was formed for us to get to know each other, find out
what's happening in our community and become more involved in our
neighborhood. There are a lot of opportunities for you to do just
that...join us on a walk, come to a meeting, work on a committee. This an
excellent time to get out, enjoy the sun and offer a friendly greeting to
a neighbor.

Update
Congratulations!
We are now up and running with our ENA Bylaws in place. I want to say a
Big Thank You to Brien, Sandie, John, Kathy and Margaret and everyone else
who contributed to the Bylaws committee, for a job well done.
Sandie, your Power Point tool was a tremendous help. Thanks!
Final
ENA Bylaws
I
attended a meeting on May 12, 2005, with each of the five President’s of
the South Side Neighborhood Associations representing the Southside
Coalition. I personally think being a part of the Coalition which
represents a large group is beneficial when there are real issues
affecting us all. I will talk a little about this in our next meeting in
June. Also, just a reminder, at the June meeting there will be a Block
Watch presentation by Officer Mark Young. Please give him our support and
show up in good numbers.
The
Vice-President's position is still vacant. If there is anyone interested
in taking on a leadership role in this organization please contact any
Board officer.

Report
The
Mayor's Neighborhood advisory commission met on May 11th with Malcolm
Fleming taking Mayor Mark's place. We began with a discussion of the
role of this commission. It was agreed we should have a more active
say in the city's comprehensive plan. Greg Aucutt was present to
hear our concerns. It was decided we would have a serious discussion
about a section of the plan at each future meeting. Each
representative will take items back to their neighborhood for their input.
Meeting
was adjourned.
As
a follow-up: I received a letter from Jorge Vega stating that each
neighborhood rep would be included in the Land Use and Dev. Code Public
Review Group (PRG). "The role of the PRG will be to review and
comment on proposed codes and to test public acceptability of the proposed
regulations."

and Land Use Committee
The ENA Growth and Land Use Committee will have it’s May meeting on
Tuesday May 31. The meeting will be from 7 to 9 PM at 224 Bayside Pl.
Everyone is welcome. There is a lot going on in the community. Issues
ranging from Chuckanut Ridge, to Fairhaven Harbor, to Approval of
oversized dwellings. Please see public notices listed below. Even though
the official comment period closed May 19 for the Fairhaven Highlands
applications below, the Planning Department will accept comment until the
decision is made - (accept? sure. Read? perhaps. Consider? not likely)

Neighborhood Burglary!
Last
week, a garage door was left open on Willow Road and items of value were
taken during the night. Items stolen were a bike, backpack, car
registration, and keys, among other things. Please remember to close your
garage doors at night and it's always good practice to lock the door
access into your home from your garage. If you see suspicious activity,
please call 911. There have been several thefts such as this in our
neighborhood in recent weeks. We can work together to cut down on crime in
our neighborhood by staying alert and reporting unusual activity.
Officer
Mark Young, will present the information on the Neighborhood Block Watch
program and answer
questions
from residents at the June 2nd ENA meeting. We hope to sign up new Block
Watch captains because our neighborhood is the most poorly represented in
the city, with only four captains.
National
Night Out Against Crime is held on the first Tuesday of August and it is a
time for communities to come together, build relationships and stand
united against crime. All neighborhoods are encouraged to have an outside
event that evening. A going away party for the criminals... if you will!
The focus is making Bellingham a safer place to live. This might be
something of interest to ENA.

New
posts to the Edgemoor Neighborhood Forum include complaints about a house
alarm going off repeatedly each morning and and a recently added Lost and
Found section. Please visit the Neighborhood
Forum which was added to the Edgemoor Neighborhood website for
residents to communicate with each other on items of interest.

The
City of Bellingham hereby gives notice that the Planning and Community
Development Department received applications for a Planned Development
(PDC2005-00008), Preliminary Plat (SUB2005-00024), and Subdivision
Variance (VAR2005-00008) on April 18, 2005 for the proposal illustrated on
the attached site plan. The Planned Development application was determined
to be sufficiently complete to begin the review process on April 21, 2005
and the Preliminary Plat and Subdivision Variance applications were
determined to be sufficiently complete on April 25, 2005.
The
proposal is further described as:
Development
of approximately 85 acres of land generally located between Chuckanut
Drive, Interurban Trail, Old Fairhaven Parkway, and Old Samish Highway.
The proposed 739 units would consist of single family and multifamily
dwelling units. Primary access to the site would be from Chuckanut Drive.
Street improvements will be constructed in accordance with city codes.
Stormwater provisions will be provided in accordance with both State and
local requirements. Wetland impact is proposed. Area 4, South
Neighborhood. Residential Multiple Planned land use designation.

City of Bellingham's Hearing Examiner will hold a public hearing on
Wednesday, June 8, 2005 at 6:00 PM in the Council Chambers, City Hall, 210
Lottie Street, Bellingham, Washington, to take testimony on the following
