ENA Monthly Meeting
Thursday,
July 7, 2005, Fairhaven Park Pavilion, 7-9 PM
A
representative from the group, Responsible Development!, will give
us an update on their efforts to "Save the 100 Acre Woods." A
shortened version of the film, Save Chuckanut Ridge, a video by
Dudley & Dean Evenson, may be available for viewing at the meeting.
After the presentation, there will be a short ENA meeting. Topics will
include the upcoming election of officers at the October ENA meeting. The

229TH BIRTHDAY
to our Nation – HAPPY 1ST BIRTHDAY
ENA!
As
we celebrate this July 4th with friends, family, and fireworks,
it is a good month to also celebrate Edgemoor community.
From the Waterfront to Chuckanut we are blessed with a beautiful
place to live and summer is the perfect time to enjoy it all.
Of course the neighborhood is more than homes, landscape and
location – it is people that
make residing in Edgemoor favorable.
Edgemoor
Neighborhood Association is about to celebrate its 1st
birthday. We have grown from
the concept of a few neighbors into more than a 100-member organization.
Growing up is not always easy and it certainly takes a village to
raise a child. Thank you for
all the energetic enthusiasm and generous support extended this year.
We had a great, fun first year.
On July 17th plan to gather at Fairhaven Park for the 1st
Annual Edgemoor Neighborhood Picnic (and birthday party).
You are all invited. No
fireworks – but lots of friends, food and fun!!

6, 2005 Mayor's Advisory Meeting Minutes:
Mayor
Mark made a brief appearance to just say hello. Greg Aucutt from the
Planning Commission was present for a discussion on the comprehensive
Plan. Citizens are encouraged to read the plan. http://www.cob.org/pcd/planning/growth/comp-update.htm
The next chapter to be reviewed at the Mayor's Advisory Committee will be
the Land Use section. Please let Sherry Miller know of changes or
concerns with this section of the plan, which will be passed on to Greg
Aucutt at the next meeting on July 8th. Law requires this plan to be
fully updated by the end of 2005. The current plan is 10 years old
and was basically started from scratch at that time. Greg said they
are trying to keep the plan general. Other neighborhoods reported that
they are updating their neighborhood plans at this time and it would be a
great idea for the ENA to do the same. The City said we can not rely
on their help for this process as they have limited recourses.

The
Communications Committee has designed "door knob notices" about
the upcoming Edgemoor Neighborhood picnic on July 17th and volunteers are
needed to distribute them. If you are interested, please contact Committee
Chair, Kathy Kaiser.
Growth
and Land Use Committee
MEETING
ANNOUNCEMENT:
The
ENA's Growth and Land Use Committee will hold this month's meeting on July
5, 2005. We will meet at the Fairhaven Village Green at
7:00PM. The agenda for the meeting is to briefly discuss the
prudent land use issues of the day, then proceed to walk Fairhaven and
check out all of the development sites that are under way or soon will
be. EVERYONE IS WELCOME!! -Dress for the weather.

UP:
This
has been a relatively slow month for the development of our
community. The Hearing Examiner made decisions on the 334
Bayside Rd Application and the Fairhaven Harbor Shoreline Conditional
Use Permit. Links to both decisions and the Department of Ecology's
approval report are below. There are 2 new applications that may be of
interest to residents of Edgemoor. Descriptions and Links to the
complete applications are also below.

Mark Young spoke at the June ENA meeting about the Block Watch program,
which has proven to reduce crime. Edgemoor needs more Block Watch
"captains." Read the June issue of the Block

Kids Alive, Drive 25
We
have “Keep Kids Alive, Drive 25” yard signs and window clings
available for purchase. You
may have seen them in the neighborhood already.
The signs are $15 and the window clings $3.

National
Night Out Against Crime
On
Tuesday, August 2nd, from 8-9pm we will have chairs and tables set up in
the gravel parking lot at Bayside Swimming Club for residents to come and
meet their neighbors and ask any questions they may have about the Block
Watch Program from a police representative. Many blocks will be hosting
their first Block Watch meeting at this event.
This
is a potluck party, please bring your favorite dish for sharing, and your
own utensils and drinks; no alcohol is allowed. Please do not park in the
Bayside Pool parking lot from 8-9pm, but park on Willow Road only. Once
the pool closes at 9pm, we will move the party into the pool facility and
have use of the pool from 9-11pm.

FOR KULSHAN COMMUNITY LAND TRUST
DATE OF NOTICE: June 22, 2005
Development
of approximately 21,000 square feet of land generally located east of the
vacated 15th Street right of way between Harris and McKenzie Avenues. The
applicant, Kulshan Community Land
Trust proposed to obtain approval of 14 permanently affordable units
through the Demonstration Program and Subdivision processes. The
application is requesting exceptions from setbacks, street frontage, lot
size, and parking requirements. Primary access to the site would be from
both Harris and McKenzie Avenues. Street improvements will be constructed
in accordance with city codes. Stormwater provisions will be provided in
accordance with both State and local requirements. Area 5, Happy Valley
Neighborhood. Residential Single land use designation. Kulshan Community
Land Trust, owner/contact.
PUBLIC
HEARING
The
applications shall be reviewed by the Hearing Examiner at an open record
public hearing. A separate notice will be sent informing you of the date,
time, and place of the hearing.
You
may comment in favor or objection to the above referenced applications by
sending written comment to the City of Bellingham Planning Department
and/or testifying at the public hearing. Comments are due by July
6, 2005, but will be
accepted until the close of the public hearing. You may also request a
copy of the decision regarding these applications and information on your
appeal rights.

The
City of Bellingham Planning Commission will hold a public hearing on August
11, 2005 at 7:00 P.M. in
the City Council Chambers, 210 Lottie Street, Bellingham, Washington, to
take testimony a proposal at 1314 Old Fairhaven Parkway (the southwest
corner of 14th and Old Fairhaven Parkway) to:
Amend
the Land Use Plan to add “Offices Allowed” to the underlying
Residential Multiple zoning, and increase the density from 2,000 to 1,500

other documents are available at the address listed below. A staff report
will be available at the Planning and Community Development Department
approximately one week before the hearing.

may comment on the proposal by sending written comments to the address

recommendation on the project after the comment period ends on July 26,
2005. Written comments should be submitted before the end of the comment
period but will be accepted until the close of the public hearing. You may
