ENA
Update
ENA officers and committee chairs met on February
15 to discuss the resignation of Sue Tercek (Interim President) and
Michael Menard (Interim Vice President). Niall Hackett agreed to
step in as interim president and the group expressed renewed enthusiasm
and determination to proceed with the formation of our much needed
neighborhood association. The purpose and direction of the ENA was
discussed at length. This topic will be addressed at the ENA meeting on
March 3rd at 7PM at the Fairhaven Pavilion. Edgemoor residents are
encouraged to attend and become involved in your
neighborhood association.

President's Update
First
of all I would like to introduce myself. My name is Niall Hackett and I
will be filling in as the new interim president of the ENA.
I
am married with two young children and have been a Bellingham resident for
almost 14 years with the last three and a half years in Edgemoor. I am
personally committed to insuring that our neighborhood has an association
to represent its interest on matters that may directly or indirectly
affect our quality of life.
My
first objective will be to bring the association together as a whole and
to formally put in place the association’s officers and committee
chairs. Then to facilitate the process of getting business done in an
organized and efficient manner, and establish the purpose and goals of our
association.
Paul
Stephenson has stepped forward to assist me in the role as interim vice
president, thank you Paul. Brien Thane has volunteered to be the Bylaws
Committee chair. Again, thank you Brien.
I
certainly look forward to meeting you all at the next meeting. Please feel
free to come and introduce yourselves.
OTHER
BUSINESS
Several
of us attended a meeting hosted by the developer of Fairhaven Hills
project (formerly known as the Chuckanut Ridge Development). A report of
that meeting will be given at the next ENA gathering and if time allows, a
subsequent discussion can be held, as yet it is not on the agenda. So if
we could, please let’s conduct the business of the association first.
We
definitely need a volunteer for the parliamentary position. This is a very
important position insuring the association’s business gets taken care
of. Anyone wishing to volunteer for this position would be greatly
appreciated. Training is available for persons interested.
Finally,
I am asking all of you to give some thought on the purpose of our association
as far as the direction we want to go. This will ultimately be the
foundation to build from. So come with your thoughts and ideas and let's
have a great debate.

Bylaws
Committee
The
Bylaws committee will be meeting in March to review the proposed ENA
bylaws. Please let Brien Thane know if you are on the bylaws committee,
since he recently took over the job as Bylaws Committee Chair. Also send
him suggested changes to the proposed ENA Bylaws. You are welcome to post
your comments about the proposed bylaws on the Edgemoor
Neighborhood Forum .

Communications
Committee
The
Communications Committee has had a quiet winter and hasn’t met
recently. We will be meeting in March with renewed enthusiasm for
reaching out to our neighborhood. Anyone interested is welcome to
join our committee. Besides assisting the ENA, it is a wonderful way
to meet some of your neighbors.

Growth
and Land Use Committee
The ENA growth and Land
Use Committee met on February 10. We
discussed the current leadership situation that has befallen the ENA and
what the Growth and Land Use committee part in the new order will be.
Our main discussion
focused on what is the committee’s primary task.
After discussing the topic we came up with our primary purpose.
This purpose is to be an information gathering entity that will try
and accumulate as much information about relevant Growth and Land Use
issues that affect the Edgemoor Neighborhood and the surrounding area.
With this information, the ENA as a group can formulate a position
and act as a group or the individual members can take action on their own
behalf.
A lot of the development
applications give a limited time to comment. A lot of times this comment
period is between general meetings. The
committee is seeking permission from the ENA to speak on its behalf if an
issue comes up between general meetings where a consensus vote can not be
achieved. Specifically we are
asking to be allowed to present the ENA in opposition to applications that
have an adverse impact on Traffic, Safety, Services, or are requesting
concessions from the zoning requirements.
In addition to the tasks
of the committee we discussed meeting with the developer of the “Chuckanut
Ridge” development. This
meeting was held during the middle of February.
We hope to have some information regarding this development to be
presented at the next ENA meeting.

Committee
The
Hospitality Committee is planning a summer neighborhood picnic at
Fairhaven Park. Your help is needed to make this event a success, so
please sign up to help by contacting the committee co-chairs. Watch for
updates about this event to be posted on the website.

Currently
there are 110 ENA members. Please encourage your friends and
neighbors to join the ENA. If you are not already an ENA member and would
like to join, visit the membership page on the website to print the
membership form, or send a check for $15 (per member) along with your
name, address, telephone number to Edgemoor Neighborhood Association, PO
Box 4420, Bellingham, WA 98227. Include your email address if you wish to
receive email notices from the ENA.

Safety Committee
The
Safety Committee met at 7pm on Wednesday, Feb. 23. Our discussion
was centered on the following:

AWARE: Two people
on the 500 block of Fieldston have had car prowlers in the last few
months. The prowlers come at night and have taken valuables from cars.

Comprehensive
Plan Update
In 2005, the Bellingham
Planning Commission will hold a series of public meetings to update the
city-wide Bellingham Comprehensive Plan. The following meeting schedule is
tentative and subject to change depending on the number of meetings needed
by the Commission to complete their review of the various chapters of the
plan. All meetings are held in the evening at City Hall, 210 Lottie St.
Contact the Planning Department (676-6982) or visit the city’s web site www.cob.org
for updated meeting information.
Public
Comment – The public can comment on the draft
comprehensive plan at the public hearings or by submitting written
comments. Written comments will be accepted throughout the process.
All comments, whether in person or in writing will become part of
the record that will be transmitted to the City Council. The Council will
also hold public hearings on the plan. A schedule of the Council’s
meetings will be done soon.

Edgemoor Neighborhood website provides news and information to Edgemoor
residents, which has several active homeowners' associations and
organizations. ENA is just one of these groups. The website has been
restructured recently and information about ENA committees and all
ENA documents can now be accessed from a single link on the website menu.
The

is a neighborhood website, so I hope this new
structure reflects the purpose of the website.
Watch
for a history section and photos to be added to the website in coming
