Minutes of the August 4 ENA Meeting

ENA President's Update  

Hi everyone, I hope you are all having a wonderful summer.

The September 1st ENA meeting is a business meeting to prepare for our Annual meeting in October which will be held at Lairmont Manor. Topics for the October meeting will include the election of ENA officers, so if anyone is interested in running for a board position let us know. At the October meeting we hope to have the incumbent City council representative for our district and her opponent provide us with their positions on local issues and provide a question and answer period. It is shaping up to be an exciting meeting and I hope you all will turn out for it.

Another item that I personally am interested in is what do the folks of the Edgemoor Neighborhood think of our organization? Where do you feel there could be improvement and how would you suggest going about it, and what do you feel our best attributes are? All suggestions are welcome and appreciated.

Association of Bellingham Neighborhoods   

A special meeting has been scheduled for Monday, August 29th from 7-9 pm at Jones Moles (corner of Lakeway and Woburn). Several representatives from ENA are planning to attend this meeting, so please email comments to Sandie by 5 PM on Monday, August 29. We will take your input to the meeting. The following is an excerpt from the email notice about the meeting from Richard Maneval, President of Association of Bellingham Neighborhoods (ABN).

REQUEST FOR MEETING

We, the undersigned, call for a special ABN meeting, to be held Monday August 29 from 7-9 pm, to consider the ABN responses to

1)     the planning department activities going on without adequate neighborhood notification and input (for example:  amending neighborhood plans without notification in violation of Bellingham Municipal Codes);

2)     the frightening rate of speed at which large projects are being vested before the completion of the City of Bellingham Comprehensive Growth Plan and Critical Areas Ordinance;

among which might be

1)     possible vote of no confidence in the planning director

2)     reaching a consensus of action from all the neighborhood associations

What a wonderful month of August we have had, full of sun, fun, and those lazy days that we dream about all year long. Summer has flown by but when we look at the calendar we realize that it is nearly time to begin our normal routines. Soon the evenings will be cooler, the crane flies will be out and we will hear the sounds of the school buses in our neighborhood.  Somehow it seems the perfect time to reconnect with our neighbors and begin anew working together to make our neighborhood an even better place to live.  The September ENA meeting is a business meeting, but anyone is welcome to attend. We hope to see all of you at our ENA Annual meeting in October.

Growth and Land Use Committee   

The ENA Growth and Land Use Committee did not meet this month.  We will have our next meeting in the middle of September - specific date will be announced at the ENA meeting on Thursday.  It is a relatively slow month in the neighborhood land use realm.  The only thing to report is that the city has approved the next mega development in Fairhaven.  The plan for this new building - which will be directly south of the soon to be completed Harris Square complex - is to be Apartments, not Condos. 

NOTICE OF DECISION
The City of Bellingham Planning Director approved Planned Development and Fairhaven Design Review permits for the proposed project listed below on July 22, 2005.

PDC2004-00030 and DRC2004-00030: A 4-5 story mixed use (retail, office, and residential uses) with two levels of underground parking, on a 40,000 square foot site. Property is located at 1440 10th Street, Legally Described as Parcel B, Tennis Club LLA less 5’ McKenzie, Parcel # 370201 070050, Fairhaven Neighborhood, Area 5, zoned Commercial, Planned.

There is an application submitted to build a Parking Garage under McKenzie between 12th and 11th streets. I went to the presentation meeting a couple of months ago and the plans call for an 8' X 8' mechanical shed placed in the middle of McKenzie at 12th St. This building will house the HVAC equipment and an emergency staircase. It is unclear if any of the parking in the garage will be open to the public and who will pay for the long-term maintenance for the structure. The applicants will be required to provide 45 parking spaces during construction. It is not stated how close to Fairhaven these parking spaces will be. I encourage all who are concerned or have questions to write Jackie Lynch (jlynch@cob.org) at the planning Department and ask her the specifics of the project.

DRC2005-15 1314 12th Street

NOTICE OF APPLICATION, OPTIONAL DNS PROCESS, AND POSSIBLE PUBLIC MEETING

The City of Bellingham’s Planning and Community Development Department (PCDD) has received an application for:

Project description: Construction of a 30-40 space underground parking garage. A driveway down off 11th, an 8’ x 8’ mechanical room at 12th, and two stairways will be visible to the public.

Location: Within McKenzie Avenue, between 11th and 12th Streets.

Neighborhood: Fairhaven

Comments due: September 2, 2005

CONDITIONAL USE PERMIT

We have “Keep Kids Alive, Drive 25” yard signs and window clings available for purchase.  You may have seen them in the neighborhood already.  The signs are $15 and the window clings $3.  Please contact Veronica Douglas if you are interested.

A question has been posted on the Neighborhood Forum asking residents how they think the Fairhaven Highlands development will impact traffic on Chuckanut Drive.
