View Committee

 

The View Committee held its third meeting on November 10. 

 

The group discussed the Whatcom County Assessors methodology for view assessment.  There is no formalized mechanism for valuing views; assessments are made based on market prices for comparable properties, controlling for variables to the extent possible.  Views are categorized as “marine” (including views of larger lakes) or “territorial”.  There are four levels of view:  good, average, fair, none. 

 

The Committee agreed to request $125 from ENA to cover expenses through September 2005.  Most of this (approx $100) will go to pay for neighborhood mediation training, should ENA adopt the Committee’s proposal to fund this.  Sarah Slevin of the Whatcom County Dispute Resolution Center has agreed to address the next ENA general meeting on the neighborhood peer mediation program. 

 

Paul Stephenson volunteered to take the mediation training.

 

Lylene Johnson provided considerable information on how neighborhood covenants operate, and an inventory of existing covenants in the Edgemoor area.  The Committee suggests Lylene brief the ENA general membership on covenants at a future date.  The group determined that its follow-up activities in coming months should focus on providing samples of private covenants governing view preservation that might be adopted voluntarily by small groups of interested neighbors.
