Monthly Business Meeting

February 5, 2009

Minutes

 

The Monthly Business Meeting of the Edgemoor Neighborhood Association was called to order by Brad Rose, ENA President, at approximately 7:04 p.m.  Lauri Grove recorded the minutes.  A quorum was present.

 

The minutes from the December meeting were approved as submitted.

 

Reports of Officers

President’s Report: Brad started a discussion about Greenway funds allocated for acquisitions on the south side in particular Chuckanut Ridge. The 8 million originally promised dropped to 4 million without notice and there’s a dispute as to when that lesser amount was assigned.  Joe Yaver and Chris Grannis (President of South Neighborhood) both spoke to the fact that there were no specific numbers in the 1st plan, but the 2nd was very specific and those numbers were disconcerting. Chris also asked if ENA would consider posting a response to the Jack Weiss letter that was included in the February newsletter. It was agreed that a response letter as well as Ann Eissinger’s letter to City Councilors would be circulated.  We do have The Chuckanut Ridge Blog on the website that can be used to post information regarding the proposed Fairhaven Highlands Development.

 

MNAC Report:  Brad expounded on various points from the following list of Items discussed at the MNAC January meeting. If any Edgemoor resident has an item they want brought up to the City during the Neighborhood Roundtable, please let Brad know.

1. Public Works Environmental Educator, Kym Fedale let us know about resources available to the neighborhoods in 2009.

2. We received an update on the Samish Way Urban Village.  Also there was a brief mention of other potential Urban Village sites.

3. Worked on MNAC’s role in reviewing incoming re-zone requests from neighborhoods and property owners.

4. Roosevelt Resource Center needs money to keep it open.  They are pursuing grants and non-profit status.

5.  Neighborhood roundtable discussion about neighborhood specific items of interest.

6.  Neighborhood Services Coordinator’s report relayed that we are using a new reimbursement form for 2009.  Also any property damage incurred during the January flooding needs to be reported to the city.

 

Treasurer’s Report: Diane reported two transactions, a $30 payment to the Library for room rental and a $579.50 reimbursement from the city for association expenses, leaving us with a balance of $4062.42.

 

Committee Reports

There were no committee reports. Several board positions would be up for re-election in April.

 

A motion was made for approval to forgo dues in 2009 since the city will be reimbursing Edgemoor Neighborhood Association for organizational expenses incurred in 2009.

The motion was passed.

Representative Reports

AOBN: No report.  John Erickson was unable to attend the meeting.

 

CSN: No report. Meeting planned in a couple weeks to set platform for the year. 

 

RD: Joe stated the group is mostly focused on Chuckanut Ridge.  They continue to need funding for legal fees and expertise for the DEIS for Fairhaven Highlands.

 

Guest

Mary Mullen from South Neighborhood presented a proposal for a multi-neighborhood application for a Small and Simple Grant to cover expenses for renovations to the Caregiver House and Fairhaven Rose Garden.  She would fill out the application to partner with ENA if we so approve.

 

A motion was made by Joe Yaver to support the proposal for ENA to partner with South Neighborhood in application for a Small and Simple Grant to be used toward renovation expenses for the Caregivers House and garden in Fairhaven Park.

The motion was passed 

 

Business

Sandie Koplowitz solicited thoughts on the possibility of ENA acquiring the rights to the lagoon right of way in Old Edgemoor. The Old Edgemoor Homeowners Association has not been active for a few years and had, in a way, segued into the ENA.  As a past member she was trying to determine what should be done with the property. While active, the homeowners association was billing and receiving revenue from the railroad. Nothing had been ascertained – very much in the thinking process.  However, the responsibilities and legal aspects of ENA acquiring land were discussed.

Meeting was adjourned at 8:59

 

The next meeting scheduled will be an Edgemoor Neighborhood Association Board Meeting to be held from 7-9 p.m. on March 5h at Fairhaven Park Pavilion.  All residents are welcome and encouraged to attend.
